Vajrasattva is a great sambhogakaya Buddha who promised to help purify the negative deeds of body, speech and mind to any who pray to him with faith and devotion. He embodies the 100 Buddha families. This particular form is red, symbolizing the Padma family of the West. This form called Padma Sangwai Thigle, is seen in Terton Padgyal Lingpa's treasure Red Vajrasattva.
